The Vice President of Preconstruction & Estimating will have a vision of where the service is going in the industry and progressively develop the department, people, processes technology and tools in a team oriented atmosphere. This  individual will ensure the department’ s ability to accurately and successfully negotiate, price and bid projects. The Vice President of Preconstruction & Estimating works with Business Development to build relationships with existing and prospective clients while securing project opportunities.   This position consistently and effectively integrates with Business Development and Operations to deliver a very high standard of client service. The Vice President of Preconstruction & Estimating is the principal representative of the department to new and existing clients for cost consultation in the project development and design stages.   This role will initiate, maintain and strengthen positive relationships with clients, stakeholders, consultants, subcontractors and vendors. This leadership position will be asked to participate in strategic planning, innovation and the overall direction of the company. This position reports to the President.

Key Responsibilities

 

•   Strategic Planning:

o Participate in the strategic planning process

o Understand the intent, process & tools within the strategic planning process

o Focus on results and speed of implementation

o Communicate and implement the company’ s vision, mission and core values

o Assist in communicating the strategy to and involving certain people in your area(s) of

responsibility

o  Lead people in your area(s) of responsibility to take actions that are consistent with the strategic plan

 

•   Department Development:
 
 

 

 

o Have a vision and direction for the department

o Review current Structure for the department

o Determine Desired Structure for the department

o Oversee processes – through direct reports

o Drive continuous improvement – through direct reports

o Enhance and/or develop, implement and enforce policies and procedures of the

organization by way of systems that will improve the overall operation and effectiveness

of the company

o Establish a Leadership Development Program for certain individuals

o Have a well-organized set of recurring meetings

o Create and use Roles Profiles - prioritize key responsibilities & core competencies

o Assess desire & skill sets of people in the department

o Facilitate an effective Review Process

o Create Personal Development Plans

o Execute training / developing / coaching & mentoring programs

o Assist in the management of compensation programs

o Own Recruiting, interviewing, hiring & on-boarding processes

o Develop and manage the department budget

 

•   Business Development

o Lead the effort of fostering Business Development & Marketing within the culture

o Participate in a weekly BD & Marketing Meeting

o Proactive use of Customer Relationship Management (CRM) software program

o Participate in the Market Share Process – focused on market segments / new customers

/ new business

o  Participate in the Customer Share Process – focused on existing customers / growing existing business

o Develop others into the BD & Marketing Program

o Lead / participate in Project Pursuit Approaches

o Contribute project specific content to RFPs

o Lead / participate in the project interview process

 

•   Department:

 

o Understand industry trends, technology and delivery methods

o Establish and execute a quality repeatable preconstruction process that differentiates

our service from the competition

o  Oversee all aspects of preconstruction from conceptual design-development through handoff to operations

o Oversee constructability and feasibility studies
 
 

 

 

o  Work with Vice President of Operations to assign responsibility for the review of schedules, phasing, and logistics plans developed within preconstruction department

o  Coordinate development of preliminary project schedules including activities for all stakeholders updated throughout preconstruction

o  Manage delegation of budget models, general conditions and preconstruction fees for contracting with customers

o  Lead assembly of the preconstruction information for presentation to project stakeholders from conceptual stage through Guaranteed Maximum Price

o  Drive critical path activities assisting the owner and the design team to meet budget constraints while delivering intended design

o Initiate and prepare the 1st Draft for review of owner / architect contracts i.e. pre-

construction, design-build, and construction contracts

o Negotiate contractual issues with the owner

o Review costs and general information on all estimates to ensure accuracy and

completeness including appropriate subcontractor coverage, contract document errors

and omissions, competition, inherent risk and rewards, and general conditions

o  Qualification of subcontractor’ s capability to perform work, prior performance, financial strength, reputation, responsiveness, references and bonding

o  Maintain a historical listing of these subcontractor’ s “ ratings” with feedback from project teams to include the correct subs for certain job types and sizes

o Oversee bid day operations

o Ensure post-bid reviews and archives

o Maintain historical cost database

o Manage delegation of estimates or coordinate development of estimates during design

development including concise clarifications and reconciliation between estimates

o Oversee creation of site logistics and phasing plans with operations

o Identify risk issues and their order of magnitude

o Provide oversight and assistance to project teams for budget tracking, cost analysis,

forecasting, cost negotiations and change order fairness

o  Qualification of subcontractors including capability to perform work, prior performance, financial strength, reputation, responsiveness, references and bonding

o Maintain and distribute data on construction and material cost trends

o Coordinate insurance requirements with the Controller

o Cultivate Owner, Architect, Subcontractor and Vendor relations

o Interfacing with external stakeholders to ensure project goals are achieved

o Schedule and assign work

o Facilitate & guide value-engineering process

o Ensure the flow of project information is maintained and documented

o Set project milestones and manage internal resources to meet required deadlines

o Interfacing and coordination with operations throughout preconstruction to create a

seamless transition of project into construction
 
 

 

 

o Initiate lessons learned with operations staff of completed projects

o  Participate in key subcontract buyout/award meetings and assist operations in contracting

relevant stakeholders

Requirements

 

o Bachelor of Science degree or equivalent - preferably in construction management

o Minimum 5 years of construction experience - in project management or field operations for a

CM/GC

o Minimum 5 years of preconstruction and/or estimating experience for a CM/GC

o Minimum of 5 Years of leading people and managing processes
